A Decade Lost: Locating Gender in U.S. Counter-Terrorism

The U.S. Government’s counter-terrorism efforts profoundly implicate and impact women and lesbians, gays, bisexual, transgender and intersex people (LGBTI*), according to this report which provides the first global analysis of the rising impact of gender on the U.S. “War on Terror.”
Drawing on regional consultations, interviews with U.S. Government officials, other stakeholders and secondary research, this report reveals the unique gender dimensions and impacts of U.S. counter-terrorism in the United States, Asia, Africa and the Middle East; scrutinises the stated U.S. emphasis on the link between gender equality and counter-terrorism; and provides recommendations to protect women and LGBTIs, rather than undermine human rights for all.
* LGBTIs are called “sexual minorities” in this report.
