Prosecutorial Campaigns: A Strategy to Mobilize and Engage Communities of Color

Commissioned by the Civic Participation Action Fund (CPAF), this report synthesizes the findings and the lessons learned from case studies of Cook County, Illinois, and Harris County, Texas, describing district attorney (DA) election campaigns and post-election work to hold the newly elected DAs accountable.
These cases are used to explore 501(c)(4) grassroots organizations’ role in civic engagement, the organizations’ ability to influence the voting behavior and continued engagement of members of communities of color, and the organizations’ use of the DA campaigns to build power.
The report also offers recommendations to funders and donors interested in building progressive power and advancing policy reforms.
