This report compares the provision of early childhood education in Ireland to other developed countries. Overall the report found that despite evidence showing high returns from investment, Ireland spends significantly less than other developed countries on early childhood education.

The report bases its comparisons using data compiled by The Organisation for Economic Co-operation and Development (OECD).

According to the OECD, early childhood education programs must fulfill these criteria:

  • Be school-based education for children between the ages of three and six.
  • Designed specifically to meet both educational and developmental needs of children.
  • Staffed by individuals qualified to provide this form of education.
